Can change items in hotbar when using Chat and Commands

When clicking the textbox, the items in the inventory can change to a different hotbar. So far, I've experienced this on Android and it occurs when the 9th slot is selected, and will change to the 8th slot of the hotbar if the textbox is clicked. Not sure if Windows 10 is affected.
