Rooms generating without evokers.

So a friend and I went to a woodland mansion, and he killed one evoker and got it's totem, but there were 2 more rooms in which evokers should spawn, but they didn't, leaving only one evoker in the mansion, and oddly enough, there were also much less vindicators than usual.

We were on normal difficulty
