Villagers are refusing to link with workbenches.

 Villagers in trading hall have unlinked and are refusing to relink to workbenches. The villagers in my breeder however are able to unlink and relink easily. This happened when I had 4 employed librarians, and 2 unemployed. I then saved and quit and they started refusing to link.
