Controller D-pad issues on android

When using a controller in any menu (home, shop, world selection, inventory, settings, etc.) pressing any button on the d pad causes a the selector to move to the farthest selection in that direction or to continuously move throughout selections on menus where looping is possible. Pressing any other button stops it until a d pad button is pressed again.  In gameplay, pressing d pad down to drop an item drops 2 items and pressing up to cycle view does cycle to view but also drops an item.

 

I confirmed it was not the controller because this does not happen in other games and apps or when using controller to scroll through phone.
