Ingots (and other items) cannot be used for repairing tools and weapons on an anvil

I was going to repair my iron sword on the anvil with iron ingots but it wouldn’t let me. So I tested this in creative mode with different tools and it did the same. For me, I don’t know if this is a bug or change but please look into it
