Clouds no longer have shading on the bottom again

Summary

Clouds no longer have shading on the bottom again as of the 1.13.0.9 beta. This bug was previously fixed in the 1.13.0.4 beta, but it has now resurfaced.

To reproduce, enter a world with clouds on.
