Broken enchantment table

i am placing the bookshelves in the right order 1 block away 5 by 5 and an opening for a door

but it isn't working to give me level 30 enchantments (i am level 43 for the record).  It works in my other creative worlds but decides not to work in this one! ( it is a survival world)

 

Please find a solution as quick as possible,
