Changing permission level while flying causes the player to stop flying

Changing a player's permission level while they are flying will cause them to stop flying.

Steps to Reproduce:

1. Create a new Creative world
2. Start flying
3. Open the pause menu
4. Click on the button with the golden crown
5. Change the player's permission level
6. Exit the menus

Observed Results:
The player stops flying.

Expected Results:
The player should not stop flying.
