Wandering Traders and Pillager Patrols are not spawning in some worlds

I selected the "Stronghold Below" seed without cheats on hard and not a single Wandering Trader or Pillager Patrol has spawned. I've played on the world for hours. But later, I made a Creative Mode world with a seed I manually typed in and Wandering traders spawned like crazy after a little bit of playing.
