Turtles dont lay eggs and wont eat

Turtles on my world wont lay their eggs or eat seagrass so i cant get scutes and i went out adventuring to find more turtles and the same issue happend. After i breed them they wander around then go into the water and swim aimlessly then when i try to breed them again they wont eat the seagrass.
