Low FPS even i put every graphics very low

When you're in Menu screen it works good (60-65).. but when it loads the World.. it get slower.. and also while in game when i walk or run the FPS gets 3.60 or lower.. but if I'm just standing the FPS become 20-25 but still.. it lag soo much.. and then why my tamed cats keeps Despawning?
