/clear command with Tools

When using the /clear command on any sort of item with "Durability Data", this data is ignored by the command. 

 

For example. Using the command "/Clear @s Diamond_Sword 0 1" SHOULD clear the specified player of a fully repaired diamond sword. But the data integer is ignored and any diamond sword is removed. 

 

This also happens when trying the opposite. Attempting to do the command "/Clear @s Diamond_Sword 15 1" will still clear even a fully repaired diamond sword. 

 

Clearing ANY durability tool should be reserved for the "-1" integer like all others.
