Cannot open the game and it says fail to load global information while the Internet connection is 100% fine

Everytime I open the game, it close immediately while logging into XBox. It repeated several times and I spent more than one minute to play the game. The app has a message of "全球資源讀取失敗，已更新全球資", which in English means fail to load the global information.
