Custom creepers don't stop and fuse before exploding

When you create a custom creeper for an add-on it does not do the usual creeper behavior. Meaning it will not stop and light up before exploding but will just run up to you and explode in your face. This is true even when nothing is changed and you just copy the default creeper behavior file and entity.json and just rename the thing.
