Fill command displaying you can't place blocks outside of the world above y: 0 in an improper error message.

I was attempting to build a map and tried to use the fill command to fill y 1-3 with red sand and couldn't get it to work. I eventually had to retyped it to get it to work for y 3 which is already visble in the first video. The second video shows me successfully filling y 1 and 2 without getting the error message that I got within the first video.
