Splash/Lingering Potions of Water Don't Harm Enderman or Blazes

When a water splash potion is thrown at a Blaze or an Enderman, they don't take damage like they should in Java and Legacy editions (lingering potions in general don't work on bedrock anyways so Lingering Potions of Water won't work regardless if this bug is fixed).
