stuck in water

As I’m trying to jump out of the water (where I should be able to) I cannot get out...I keep bobbing as if the block’s too high for me to reach (it’s not). The water isn’t flowing, I’m not crouching, and I can’t build blocks beneath me to escape the water. It’s very frustrating, please fix asap!
