Pillager Patrols not spawning & Pillagers will not respawn at outpost

I have been playing on my survival for quite some time on hard mode and I have not yet encountered a Pillager Patrol and neither has my brother, I live in an area where Pillagers Should spawn

Once all Pillagers have been taken out at an outpost, no new Pillagers will spawn at all
