Can't Smelt Stone Into Smooth Stone In Survival

There's a bug in the game, where you can't smelt stone into smoth stone in 'survival'. I don't know if it affects only me, please notify me on how to resolve this issue/bug in the game(1.13.0.2 Bedrock)
