[Fixed] Fish mobs don't flop around when out of water

Steps to Reproduce:

1. Spawn any fish mob out of water.

Observed Results:
The fish stays on the ground and just moves around.

Expected Results:
The fish flops around.

Notes: I'm unsure whether this occurs in 1.12 release or not.
