Tipped Arrows Don't Apply Its Potion Effects

When I shot at one of my friends with a weakness tipped arrow, no effect applied to him. I then tested other types of tipped arrows at pigs, villagers, and iron golems and none of them applied their effect. But when i fired at the ground, it shows the arrow with particles, stating that it IS a tipped arrow being shot out, but no effect being applied. I had no behavior packs on and I even disabled my resourcepacks and the issue was still there. I even turned on daylight cycle, but still didn't help.
