Realms: Custom blocks and Items no longer show up when uploaded

Affected Platforms: All Bedrock Edition Platforms

When uploading a world with custom blocks or items, they will fail to load or register.
Upon uploading then redownloading the world, shows that the resource and behavior packs are enabled but do not show up in game.

I'm unsure if this is specific to my realm or its a global issue.
