When a player is riding in a boat, the hands / arms shake when not going north

Seed: Coastal Village (-1813740965); Survival Mode; Normal Difficulty; Infinite Size; world created after Beta v1.12.0.2.

When a player is riding in a boat which is moving in non-northerly direction, the player's hands/arms shake on screen, see attached video link: [redacted]. When the player exits the boat, the shaking stops.

This was not an issue in version 1.13.0.1.
