Water Multiplayer Visibility Glitch

When I am in a multiplayer server, water becomes less and less visible as I get closer to it. From a distance, the water looks normal. However, when I get very close to it, it becomes almost invisible. This issue only happens in multiplayer. I have a AMD Radeon RX 480 graphics card.
