Cobblestone generating too fast

As you can see by this video cobblestone is generating at a ludicrous speed, It should be generating cobblestone roughly 1 piece every 15 redstone ticks, aka 1 piece every 1.5 seconds. But as shown in this video it is generating pretty much instantly after being mined.
