Sometimes lava will spread faster than water

What's Happening:

Occasionally, a lava block will randomly spread downwards faster than a water block spreading sideways.

What's Expected:

In the Overworld, lava should always spread slower than water

How to reproduce:

Build the following setup and flick the lever, it should work properly a few times than lava shold beat the water:
