Redstone Ore and Torches

Torches cannot be placed on unlit Redstone Ore. The torch will flash for a second, update the block and then you have to click the ore a second time to place the torch on the ore.

Steps to reproduce:
1. Open a world
2. Find unlit/updated redstone ore
3. Try to place torch on the ore

Outcome:
Torch cannot be placed unless ore has been updated

Expected Outcome:
Torch updates block and is able to be placed first try
