Noteblocks, most of the time, play no sound the first time they get a redstone signal.

1. Place a noteblock
2. Give it a redstone signal (I was using repeater in a line of noteblocks)
3. Profit

Or 

1. Enter a previously not loaded chunk with a Noteblock
2. Give it a redstone signal (I was using repeater in a line of noteblocks)
3. Profit.
