Vindicator in peacefull mode

When opening the world "Negara Asia", it is a peacefull mode, the monster vindicator can be found a mansion, it is a bug, monster can't spawn in peacefull mode, expect to enderdragon, enderman (end mode), and zombie pigman (nether mode).
