No textures in beta 1.12 and non-beta 1.11.4

I had a issue when I loaded up minecraft, I noticed that the logo wasn't transparent. When it hit the menu There was no panorama, Just white as the background, The buttons were black, the skin icon was glitched and I had no texture packs on.
