Flaming arrows gets extinguished too fast

Description: Arrows shot from a enchanted bow with flame/ firing through lava or fire burns out too fast

Steps to Reproduce

• Load into a world on creative mode
• Take a bow and enchant it with flame enchantment or take a normal bow
• Shot anywhere close to you or through lava
• Take a look at the arrow that it was shot

Observed Results: After just a few seconds the arrow fire gets extinguished

Expected Results: The arrow shot by the enchanted bow or passing through lava shouldn't be extinguished unless it's raining or the arrow shot hits water
