Pillagers not spawning at Outposts (really!)

I have a survival, hard mode, cheats disabled world created in 1.10 then updated to Village & Pillage. I have found two outposts both of which are unoccupied. I've camped for irl hours and in-game weeks but no pillagers have ever spawned in either. (plenty of skellies, creepers, zombies etc)

I've never seen a patrol either. If it wasn't for the existence of the towers & new villagers I'd think I was still on 1.10. 

This bug has previously been closed as invalid and dismissed as user error but seriously, I'll get my world on a realm and give you the coordinates if you want so you can see for yourself. I just want to defeat a raid!
