Switch Local play not detecting controllers properly

Expected outcome: Being able to have a joy-con pair connected wirelessly with 3 other connected using USB and not being able to connect any more wirelessly.

Actual outcome: Being able to only connect 2 controller sets ONLY including a wireless joy-con pair and a wireless pro controller. making 3 or 4 player split-screen impossible in local mode simultaneously make 5 player impossible without a 3rd switch.
