Custom blocks are not registering correctly for behavior/resource packs

Attempting to add a custom block through a behavior/resource pack and then using that block in a recipe file causes an error to occur upon world creation (in the content log). Upon loading into the world the custom block is not in the creative menu or attainable through commands. All of this was done with Experimental Gameplay enabled.
