Getting Bad Omen naturally displays potion particles

Steps to reproduce:

Find a Pillager Outpost or a Pillager patrol;
Kill the Captain

Expected results:
You get the Bad Omen effect with hidden particles. Particles should only be displayed when using commands to get the effect.

Observed results:
You get Bad Omen but with potion particles in your screen all the time.
