Crossbow durability decreases after charging

The durability of crossbows decrease after charging instead of decreasing after shooting. This is very frustrating as tipped arrows/fireworks would get consumed only for the crossbow to break, and they are lost as a result.

Steps to Reproduce:

1. Obtain a crossbow and arrow.
2. Switch to Survival mode.
3. Charge the crossbow.

Observed Results:
The crossbow loses durability after being charged.

Expected Results:
The crossbow should only lose durability after shooting.
