Upgrading a 1.10 server to 1.11 makes the villager ai do nothing

When you upgrade a Bedrock server from 1.10 to 1.11, the villager so is broken. The villagers just stand there and when pushed, they can clip through blocks. When damaged by the player, they just fly up to the sky.
