Pillager patrol not spawning at all

I’ve been playing this world for over 3 irl days and haven’t seen a single pillager patrol. I even made a new creative world and went afk for hours and still haven’t seen one. I’ve found a few outposts but even then the pillagers don’t respawn once cleared out.
