Fire charges are not consumed when lighting up unlit campfires

Lighting up unlit campfires with a fire charge is not consumed.

To Reproduce
1. Place campfire
2. Put out fire (Water buckets and splash potions)
3. Relight the campfire
4. You have successfully lit up the campfire, but you still have the fire charge which has not been consumed.
