Temporary time freeze for mobs, and item don't place/need to be replaced

It's a complex and very strange problem. A few days after the 1.14 update, I entered a newly discovered village. Shortly after, all mobs in the village and the surrounding area froze in place for aprox. 7 seconds, before moving again for aprox. 2 seconds and repeats. This also effects blocks I place during this time, as they must be placed several times and keep returning to my hotbar. Also, blocks I mine during this time take up to 10 seconds before I can pick them up. Lastly, It will NOT become night while I am in my village. The sun sets, and then it returns to mid-day light levels. Oddly, if I leave the village boundary for a few minutes everything returns to normal. When I re-enter the village, the problem begins again after a few minutes. What can I do?
