Fishing bug, FEATHER FALLING IV every time!

Every time I catch an enchanted book there is a feather falling IV enchantment on it 100%. 

Im using a fishing rod with these enchantments: 

Unbreaking 3, Mending 1, Luck of the sea 3 and Lure 3
