Hero of the Village effect is not displaying particles

The Hero of the Village effect is not showing particles (#44FF44 (cyan).)

To reproduce
1. Do /effect @p village_hero (do not hide particles by putting true)
2. Hero of the Village is given but it is not showing off particles.
