Can't change skin to a custom one, met with a gray "Confirm" button

Upon trying to change my current custom skin, I'm met with a grayed-out button and a "Limited usage" notifier. Resetting the game after changing it seems to show my skin, but this is extremely un-user friendly and I'd like to see it fixed.
