Server Become Unresponsive (still running). No clients can connect

I have the bedrock server running on a Windows 10 PC. After some time, the server will not allow any connections from Xbox One X, Windows 10 PCs, iPad, iPhone to complete. 

I have to go to the "server" PC and click on the console and just arrow up/down on the console/terminal window to make it responsive again and allow connections to complete. After this, I can see attempts to connect like below.
