animals not spawning (1.14)

animals are not spawning in my world. there was luckly 2 sheeps in the village that i used to make a sheep farm. sometimes rabbits spawn in the desert but i had to travel 500 blocks for 1 cow. there was also pigs, sheeps and chikens around the cow. im always near my base (plains biome) and there is no aniamal spawning. i traveld in the ocean 1500 + blocks looking for a cow but i never found one. pls fix the animals spawn.
