Pillagers not spawning anywhere after setting difficulty to peaceful during a raid

I was in the middle of a raid and I couldn’t find a pillager that I think spawned underground, so I turned it to peaceful to stop the raid and I haven’t seen any pillagers at the outpost since. (I’ve been to multiple outposts)
