dark oak sapling drop rate too low

I was cutting down 6 dark oak trees completely and I got only 3 saplings out of all three trees

I am supposed to get at least 4 saplings in one dark oak trees 

instead I get 3 saplings out of 6 dark oak trees which is not enough to replant one tree
