Pillagers spawn DEEP underground during raid

started a raid by defeating that head pillager guy in the tower, the first wave of pillagers half spawned near the village and were easily defeated, the other 2 were only able to be found playing a weird game of hot and cold with an iron golem that was looking straight down. I had to make a full powered beacon, get haste 2 going, take the game off creative, then go NUTS with a efficiency V pickaxe until the golem started looking forward, and I kept digging until I found the missing 2, in a tunnel, fighting off skeletons, at about y=30.  not a functional raid if the pillagers spawn in an inaccessible place like that.  the raid wouldnt stop or continue until I got those 2
