Chat instructions display every time going through a nether/end portal

Steps to Reproduce:

Go to Settings > Accessibility
Enable "Open Chat Message"
Build a nether or end portal
Enter the portal multiple times

Observed Results:
The chat instructions are displayed every time the player passes through the portal.

Expected Results:
The chat instructions should only be displayed once or not be displayed at all.

Instructions on how to open chat are displayed after every pass through a nether portal.
