Pillager captains are passive when initially spawned/respawned around the outpost

If you find a pillager captain in an outpost, they will not attack the player, villagers/wandering traders and iron golems. Patrol captains (from patrols) don't do this however. Attacking them will not make them attack the player.

To Reproduce

1. Find a pillager outpost
2. Go to survival near a pillager captain
3. The pillager captain is doesn't attack you except for normal pillagers.
